Assemblywoman Connie Conway – California State Assembly
Connie Conway was first elected to the State Assembly on November 4, 2008. She is serving her third term and represents the 26th Assembly District, which includes Tulare, Kern and Inyo Counties. Recognized for her ability to bring people together, in November 2010 Connie was unanimously elected by her colleagues to serve as Assembly Minority Leader, the top leadership role in the Assembly Republican Caucus. As Minority Leader, she leads the caucus in forming its legislative agenda and works with her leadership team to advance their political goals.
Ramon Elias – Reservoir Engineer – Santa Maria Energy, LLC
Ramon Elias a reservoir engineer with Santa Maria Energy LLC in Santa Maria, CA. He has over 40 years of varied oilfield experience including extensive thermal recovery work in California and Venezuela. He has worked for major oil companies, independents and as a corporate level consulting advisor to two Western Hemisphere state run oil companies. He has published various technical papers domestically and abroad. He holds a B.S. degree in mechanical engineering, has completed extensive post graduate coursework in petroleum engineering and is a California registered engineer.
Senator Jean Fuller – State Senator, 18th District
Senator Fuller represents approximately 850,000 residents of Bakersfield, Barstow, Bishop, California City, Frazier Mountain, Porterville, Ridgecrest, Taft, Twentynine Palms, Tulare, Visalia and other areas in the Kern River Valley and in Inyo and San Bernardino counties. Jean Fuller was born and raised in Kern County. She served as an educator in the Central Valley for more than 30 years, including extended terms as a Superintendent of Schools.
Marilu Habel – SB 4 Program Development Manager – Division of Oil, Gas and Geothermal Resources (DOGGR)
Marilu Habel began her career with the California Division of Oil, Gas, and Geothermal Resources over 32 years ago. Starting in the Bakersfield District office as an Energy and Mineral Resource Engineer and later moving to the Ventura area to work in the District office in Santa Paula, Ms. Habel gained valuable field experience in the oilfields in Kern and Ventura Counties and the offshore fields of the Central Coast. In the mid 1980’s, she moved to the Division’s Headquarters Office in Sacramento as an Associate Oil and Gas Engineer performing legislative, regulatory, and environmental functions. More recently, she served as the Division’s Technical Training Coordinator, and the Monitoring and Compliance Unit Supervisor. As the Manager of the Division’s Program Development Unit, Ms. Habel is responsible for the implementation of the new Well Stimulation Treatment Program (SB4). Ms. Habel is a geologist with a Bachelor’s degree from the University of California at Davis with major study in Sedimentology and Structural Geology.
Shams Hasan – HSE Manager – E&B Natural Resources
Oversee HSE team in a supervisory role. Reporting to VP, HSE and Government Affairs. Broad experience in project management, policy implementation, strategic planning, and development and implementation of environmental laws and regulations pertaining to energy, oil and gas, construction, manufacturing, and other industries. Extensive knowledge of climate change, global warming, greenhouse gases, carbon footprint and offsets. Manage company Cap and Trade / AB 32 program. Negotiate and procure emissions offsets and ERCs. Ensure the development of spill contingency plan and monitor implementation. Ensure the development of Waste/Chemical/Water Management Plan, obtain relevant permits from authorities and monitor implementation. Establish an environmental monitoring and audit program applicable to all phases of the operations. Ensure that oil exploration and production activities are in compliance with federal, state, and regional air pollution control rules and regulations.
Tupper Hull – Vice President of Strategic Communications – WSPA
Tupper Hull is Vice President of Strategic Communications for the Western States Petroleum Association based in Sacramento. Mr. Hull is a veteran communications specialist with a background in natural resource issues management. Prior to joining WSPA, Mr. Hull represented a variety of clients engaged in natural resources management, including the Westlands Water District and San Luis & Delta Mendota Water Authority. He also has extensive experience in international trade and maritime issues, insurance and community redevelopment. For more than a decade, Mr. Hull was a political reporter for two major California daily newspapers, covering state and local government and politics.The Western States Petroleum Association represents the bulk of petroleum enterprises involved in the exploration, production, refining, transportation and marketing of petroleum and petroleum products in the six western states of Arizona, California, Hawaii, Nevada, Oregon and Washington. Founded in 1907, WSPA is dedicated to ensuring that Americans continue to have reliable access to petroleum and petroleum products through policies that are socially, economically and environmentally responsible. WSPA has offices in Sacramento, San Francisco Bay Area, Torrance, Santa Barbara, Bakersfield, Scottsdale, Arizona and Olympia, Washington.
Steve Johnson – Senior Drilling Engineer – E&B Natural Resources
Over the past 25 years Steve has worked in the Geothermal industry as reservoir and drilling engineer and in the oil & gas industry as a drilling engineer focused on economic solutions. Within the last decade, with the advent of improvements in metallurgy and drilling techniques, he has investigated multilateral and horizontal drilling solutions. Currently Steve is Senior Drilling Engineer with E&B Natural Resources focusing on operations in California.
Tracy Leach – President & CEO – Dagny Energy Group
Founded Dagny Energy Group in 2010 to focus on energy related projects including renewable energy. She is also President of Providence Strategic Consulting, Inc., a firm specializing in public affairs, political consulting and issue advocacy. The firms together represent the oil and energy sector, developers, mining, small business owners, non-profits and organizations requiring strategic advising, governmental relations and a strong advocate for their position. Ms. Leach holds a Bachelor of Arts degree in Political Science with a minor in Communications and has served as a consultant for numerous city, county, state and Congressional campaigns, as well as for multiple statewide ballot initiatives. Tracy is also a member of numerous trade, business and taxpayer advocacy groups throughout Central California including the Alliance of Women in Energy (AWE). In her spare time she enjoys hanging out with family, cooking, world travel, football and the beach, though not necessarily in that order.
Greg Lorson – Chief Executive Officer – TEEMCO
CEO of TEEMCO, Greg is a fourth-generation oilman with thirty-years management experience in oil & gas, real estate and investment banking. He’s been appointed by governors from six states to advise on environment, taxes, energy, and economic development and has served on several state & federal commissions. He currently serves on the Environmental Committees for the Pennsylvania Independent Oil and Gas Association, the American International Society for Testing & Materials (ASTM), and the American Petroleum Institute (API). His undergraduate study was in finance at the University of Oklahoma, graduate studies in business & anthropology at Harvard, and holds a postgraduate certificate in Business Administration from Edinburgh Graduate Business School. Mr. Lorson also holds six environmental-professional certifications.
Tim Lovley – HSE Manager – Macpherson Oil Company
The Macpherson companies are family owned and operated. Macpherson Energy Corporation holds the majority of ownership in Macpherson Oil Company and Macpherson Power Company. Macpherson Oil Company’s operations, partnerships and joint ventures are producing domestic oil and gas in operations that include more than 300 wells. All of Macpherson Oil Company’s operations are conducted onshore.
Richard Nemec – West Coast Correspondent – Natural Gas Intelligence
Richard began writing for NGI in 1995 and has 30 years experience in the energy industry. He holds BA from the University of Southern California, Los Angeles; and a MA in journalism from Northwestern University, Evanston, IL; and completed MBA courses at Northwestern’s Evening Graduate School of Management.
Ben Oakley – Environmental Coordinator – ERG California
Mr. Oakley is responsible for maintaining ERG’s compliance with safety and regulatory requirements, and played a key role in the reactivation of the Cat Canyon Oilfield. Additionally, Mr. Oakley serves on the Santa Barbara County Air Pollution Control District’s Community Advisory Council. Prior to joining ERG, he worked as an environmental consultant to a number of California energy companies, and as a geographic information systems project manager for the National Oceanic and Atmospheric Agency (NOAA). Mr. Oakley holds a BS in Geography and a Master’s of Natural Resource Management from Utah State University. Mr. Oakley lives in Grover Beach, CA with his wife Corey and their two-year old son.
John O’Donnell – Vice President Business Development – GlassPoint
John is the Vice President of Business Development at GlassPoint Solar, the leading provider of solar steam generators to the oil and gas industry. John works with leading oil companies around the world to develop and expand new markets for emissions-free solar steam used for industrial applications, such as thermal Enhanced Oil Recovery (EOR). He brings tremendous depth of experience in the solar thermal arena to GlassPoint as former founder and president of Ausra, Inc. (now AREVA), one of the early leaders in the solar industry. John started his career at U.S. Department of Energy’s Princeton Plasma Physics Laboratory. He was founder and holder of executive positions at Venearth Group, Pixelworks, Inc., Equator Technologies, Inc. and Multiflow Computer, Inc. John is named on nine U.S. patents. He has a B.Sc. with Special Distinction in Computer Science from Yale University.
Mike Park – District Manager – Total Safety
Mike Park has more than 25 years of experience in the oil, gas and petrochemical industries. He worked for Intermountain Safety Services for 14 years, and joined Total Safety with the acquisition of IMS in 2007. Park’s oil industry experience began as a drilling roughneck for Noble Drilling in 1986. He also worked as an operator for Chevron. Park started his safety career with Intermountain Safety in 1993 and has worked several high profile projects in the US and Kazakhstan as field supervisor and general manager. He also has previous detailed training in several areas of the oil and gas industry to include Well Control, Emergency Medical Technician, OSHA 501, Safety Instructor, H2S Master Trainer, and more. Park also serves on the board for the Wyoming – Montana Safety Council as well as the Wyoming Oil and Gas Safety Alliance.
Jeff Prude – Field Office Oil and Gas Program Lead – Bureau of Land Management
Jeff Prude is currently the Field Office Oil and Gas Program Lead for the Bakersfield Field Office of the BLM. He has held a number of positions during the past 28 years with the BLM including Branch Chief of Reservoir Management, Field Office and District Office Oil and Gas Program Lead, and manager of the Oil and Gas Division Inspection and Enforcement Staff. Prior to coming to work for the BLM, he worked as a senior engineer for ARCO Oil and Gas in Texas, Louisiana, Oklahoma, and Alaska. Mr. Prude holds a B.S. degree in petroleum engineering from Texas Tech University.
Patrick Plugge – General Manager – E&B Natural Resources
Patrick “Pat” Plugge joined E&B Natural Resources in May 2012 and was given the assignment to manage the company’s newest business venture E&B Green Solutions, a global supplier of non-toxic, renewable and safe cleaning solutions to the oil and gas industry. Prior to joining E&B Natural Resources, Pat had a long career in the water and wastewater treatment industry applying both chemical and equipment solutions working for companies such as NALCO, Betz, GE, and US Filter/Siemens serving customers in the oil & gas, power generation, CPI, and mining industries. Pat is a 1971 graduate of the United States Military Academy at West Point with a Bachelor of Science degree.
Bob Poole – Public and Government Affairs Manager – Santa Maria Energy, LLC
Bob grew up in West Texas but has now been a California resident since 1975. Bob has a BA in Political Science University of California Santa Barbara and a MS in Environmental Management from University of Maryland. Since 2011, Bob has served as the Public and Government Affairs Manager for Santa Maria Energy, a California based onshore Petroleum Energy Exploration and Production Company. Bob has been actively engaged in public policy for over 25 years at the local, state and federal levels. Bob was former President/CEO of both Solvang and Goleta Valley California Chambers of Commerce and Production Regions Manager, for Western States Petroleum Association from 2002-2011.
Assemblymember Rudy Salas – 32nd Assembly District – California State Assembly
Rudy Salas Jr. was born and raised in California’s Central Valley. Growing up in a modest neighborhood, Salas noticed that his neighborhood didn’t have the same basic services and amenities as other areas. He quickly learned that in order to improve his community, he had to work with local elected officials to get answers and fight for a fair share of the resources. This sparked his passion for public service.
David Slater – Executive Vice President and Chief Operating Officer – Signal Hill Petroleum, Inc
David L. Slater has been the Executive Vice President and Chief Operating Officer for Signal Hill Petroleum, Inc. since 1998, and has worked in the oil industry for more than 30 years.
Mr. Slater has been an important part of Signal Hill Petroleum’s growth in the last decade. As the head of command on a daily basis, Mr. Slater guides a team of more than 100 employees in production operations, drilling, exploration, real estate management, and community relations.
P. Anthony Thomas – Director of Government Affairs – California Independent Petroleum Association
P. Anthony Thomas joined the CIPA family in March 2014 as Director of Government Affairs. He serves as the association’s point person in the state Capitol responsible for advocating CIPA’s position on policy issues, developing relationships with legislators and the administration. Anthony also interfaces with California’s regulatory agencies including CARB, DOGGR and the State Water Board. He coordinates with CIPA’s Director of Regional Affairs on issues that involve state and federal agencies and works with third house allies in order to further CIPA’s advocacy goals.
Son D. Tran – Technical Advisor – MTS Solutions
Son Tran is the technical advisor for MTS Solutions. Son has over 35 years of experience and is an expert in the area of well stimulation design. Son gained almost 15 years of experience with Halliburton Energy Service and Halliburton International. Son has been responsible for projects in both the USA and China. MTS Stimulation has been acidizing oil wells in California for 30 years and adhere to the highest standards in service, quality of products and safety. MTS’ capabilities include servicing producers, injectors, generators, disposal wells, gas plants, co-generation plants, refineries, and line cleanup.
Senator Andy Vidak – 16th District – California State Senate
Andy Vidak was born in Visalia, California to Kathy and Jim Vidak. Andy’s father, Jim, is the long-time Tulare County Superintendent of Schools. Andy and his siblings are the third generation of his family born and raised in the Valley. The oldest of five children, Andy graduated from Redwood High School in 1984. He attended Visalia’s College of the Sequoias and California State University at Fresno before graduating from Texas Tech University with a Bachelor of Science degree in Animal Business. After college, Andy returned to the Central Valley where he worked in the produce industry for a number of farming and packing operations (mostly on the west side of Fresno County). He developed a reputation as a dedicated, results-oriented manager and his hard work was rewarded when he became a partner in a lettuce cooling operation in San Joaquin. In 1997, after Andy scrimped and saved what he earned working in agriculture, he bought his own property west of the city of Hanford in Kings County where he lives and grows cherries. He’s also a rancher who raises cattle in Tulare County. As an active, lifelong Central Valley resident and farmer, Andy has developed a keen understanding of the economic and water issues that have created the current financial crisis that plagues California today. Andy has worked closely with agricultural advocacy groups such as Families Protecting the Valley. He’s also taken leadership roles in developing new approaches and solutions to the water, economic and regulatory problems that hamper our Central Valley. Andy was elected to the California State Senate, representing the 16th District, in July of 2013.
