Candyce Fly Lee – Director of Pipeline Projects – Williams
Candyce Fly Lee, P.E., PMP is the Director of Pipeline Projects for the Williams Companies, Inc., Engineering and Construction group in the Marcellus and Utica Shale Regions. Her team is responsible for building the natural gas and liquids pipeline infrastructure in PA, WV, OH, and NY. In the four years Candyce has been leading the team, it has constructed almost 2000 miles of gathering pipeline. Prior to this, Candyce was responsible for building major pipeline infrastructure in the Northwest and Southeast of the United States. Candyce graduated from the University of Kentucky with a degree in Mechanical Engineering. Candyce has lived in Pittsburgh with her family since 2011.
Charlie Dixon – Safety and Workforce Director – The Ohio Oil and Gas Energy Education Program (OOGEEP)
Charles “Charlie” W. Dixon currently serves as Safety and Workforce Training Administrator for the Ohio Oil and Gas Energy Education Program (OOGEEP). Mr. Dixon began working with OOGEEP in 1999, and helped create the first specialized oilfield emergency response training program in the United States. Mr. Dixon has been the lead fire instructor for these training programs since its inception, and joined the OOGEEP staff full time in January 2012.
Dan Byers – Senior Director – Institute for 21st Century Energy – U.S. Chamber of Commerce
Dan Byers is senior director for policy at the U.S. Chamber of Commerce’s Institute for 21st Century Energy (Energy Institute). Byers leads the Institute’s efforts to promote and maintain coal’s vital role in America’s energy system. Byers brings to the Energy Institute expertise on the intersection of energy-related science, technology, and public policy. He directs the Chamber in assessing the impact of existing and emerging federal laws and regulations on the U.S. energy industry—specifically on coal-fired energy—and is responsible for building and supporting partnerships that highlight the important role of coal in our nation’s energy mix. Byers leads the Partnership for a Better Energy Future, a coalition of businesses, associations, and stakeholder groups launched by the Energy Institute and the National Association of Manufacturers. Danny Spitzer – Partner – Hodgson Russ, LLP
Dan concentrates his practice on issues involving environmental law, renewable energy, sustainable development, land use law, municipal law, and real estate development. His practice involves numerous renewable energy projects, including representing municipalities, developers, land owners, and financing entities. His work, from project inception through successful litigation, includes some of the largest wind farms in the eastern United States, and he has also worked on landfill, gas-to-energy, biomass, solar, and energy efficiency projects.

Helen serves on the WV Energy Speaks Education Committee; and 2014 Co-Chair of the Marcellus Shale Coalition’s Public Relations committee. Helen began her communications career at the Pennsylvania Department of Environmental Protections as the southwest region’s community relations coordinator where, for seven years, she was directly responsible for developing and implementing media and community outreach strategy in the 10 county region. She was promoted successively within PA DEP and last served as communications director, where she oversaw statewide media and community relations for the department.

Kevin Sunday – Manager of Governmental Affairs – Pennsylvania Chamber of Commerce
Kevin Sunday joined the Pennsylvania Chamber of Business and Industry’s Government Affairs team in 2014 as manager of Government Affairs. Sunday serves as a lobbyist for energy and environmental issues, including legislation and policy matters relating to air, waste, water, land use, natural resources, power generation and transmission. Prior to joining the PA Chamber, Sunday held a senior role at a Harrisburg-based public relations and issue advocacy firm. Before that, he served as deputy press secretary for the Pennsylvania Department of Environmental Protection.
Lauren Parker – Principal – Civil & Environmental Consultants, Inc. (CEC)
Ms. Parker is a professional engineer and Principal with Civil & Environmental Consultants, Inc. (CEC). She has more than eleven years of civil engineering design experience for commercial, institutional, E&P, and linear projects throughout Pennsylvania and Ohio. Since 2008, Ms. Parker primarily has worked on oil & gas projects, specifically the upstream and midstream segments, covering all design and permitting for well pads, well connects, gathering lines, impoundments, temporary water lines, and erosion and sediment control inspections within the Appalachian basin.

Marc is the Chief Marketing Officer of the Oil & Gas Awards and will be the compere during the Industry Summit and at the Awards Gala dinner in the evening. The Oil & Gas Awards were launched in 2012 and are an initiative that recognises the outstanding achievements being made in the 7 main regions of the US and Canada, focusing on Health and Safety, Environmental Stewardship and good Corporate Citizenship.
Mark Hansen – Vice President of HSE – FTS International
Responsible for developing, implementing and managing the HSE department for company-wide fracturing and wireline operations. Work closely with risk management, regulatory affairs, legal, human resources and corporate communications. Also involved in representing the company to external trade associations and professional groups. Prior to working for FTSI, Mark served as Director of HSE for Desert NDT. Previous to this he worked for NGP Energy Capital Management as Director of Portfolio Environmental and Risk Management.
Mark C. Peterson – President & CEO – Bilfinger Westcon
Mark C. Peterson, company CEO/President, started Westcon in Bismarck, N.D. in 1981 as a regional open-shop industrial contractor. In 1985, the company completed projects in multiple oil and gas, and refining facilities. By 1987, Westcon started work in coal-fired power plants and built a reputation for managing turnarounds and capital projects for the power industry. During the late 1980s and into the 1990s Westcon became a strong construction player and opened regional offices in Utah, Iowa, and Ohio. Westcon gained recognition as a general contractor supporting many industrial markets including oil and gas, refining, agricultural/food processing, bulk pharmaceuticals, power, and various manufacturing processes.
Mark Stanley – President – Themark Corporation
Mark E. Stanley has worked in the oil industry as a hydrolic fracturing expert for 37 years. He started with Arco right out of college where he studied Chemical Engineering. He went back to college to get his MBA in 1987 and went to work as a partner with Clear Water in 1989. Working at the partner level gave him a more hands-on relationship with the industry and he learned to use his knowledge and background to fine-tune products to meet the specific needs of customers. During this phase of his work he developed patents for several products that are still used in the industry today. To the extent possible he wanted to focus on products that would not harm the environment and that would reduce customer’s need to meet EPA standards in handling them. He believed that ultimately the ability to reduce costs by reducing hazardous waste constrictions would serve the interest of both sides of any argument.
Matthew Morrison – Partner – Pillsbury Winthrop Shaw Pittman LLP
Matt Morrison is a partner in the law firm’s Environment, Land Use & Natural Resources practice and is located in the Washington, DC office. Mr. Morrison provides compliance counseling and enforcement defense representation under the Clean Air Act, Clean Water Act, Superfund, the Resource Conservation and Recovery Act, the Toxic Substances Control Act, and the Endangered Species Act. Mr. Morrison has almost 25 years of experience working on federal environmental enforcement matters. Prior to joining Pillsbury, Mr. Morrison served as the Acting Director and Associate Director of EPA’s Clean Air Act Enforcement Division, and Deputy Director of EPA’s Office of Criminal Enforcement, Forensics, and Training. Prior to that, Morrison served for over thirteen years as a trial and then supervising attorney in the Environmental Enforcement Section at the U.S. Department of Justice. Mr. Morrison also teaches as an Adjunct Professor at the George Washington University School of Law instructing students on the provisions and policies of the Clean Air Act and its implementing regulations.
Melissa L. Hamsher – Vice President of Health, Safety, Environmental and Regulatory – Eclipse Resources
Melissa L. Hamsher has served as our Vice President, Health, Safety, Environment & Regulatory since September 2011. Prior to joining Eclipse Resources, from August 2008 to August 2011, Mrs. Hamsher served as the Vice President of Health, Safety, Environmental and Regulatory Compliance for Rex Energy where she was responsible for the establishment and management of Rex Energy’s health, safety, environmental and regulatory programs, including the establishment of its Marcellus Shale drilling & completion best practices and water management.

Rhonda L. Reda serves as Executive Director of the Ohio Oil and Gas Energy Education Program (OOGEEP) and the Ohio Oil and Gas Energy Education Foundation (Foundation). Ms. Reda helped form the organization in 1997. Prior to OOGEEP, Ms. Reda served as Vice President, Internal Affairs and Public Information for the Ohio Oil and Gas Association for more than a decade. Ms. Reda has also worked for several oil and gas companies including CGAS Exploration, Inc., Phillip Brown Oil Well Services, Inc., and Halwell/ Energy Omega, Inc. Collectively, she has more than twenty five years of experience in the crude oil and natural gas industry.
